Casing stick-up height

The above-ground length of thermistor casing. This is used to account for heave or subsidence of the thermistor casing relative to the ground surface. It is obtained from measurements of stick-up height during site visits. The sign of height_offset follows the following convention: corrected_height = (original height) + (height offset)
